There is a sizable amount of upland, approximately .14 in the SE corner of the smaller parcel (Folio # 076907-0000). Per Verde Envorimental Co. wetland impacts are likely necessary. This portion of upland is a great area for a buyer looking to develop the land. There is also the possibility to expand on that upland. Per communications with Verde Environmental, “the resulting required wetland mitigation could potentially be achieved by placing the remaining wetlands under a conservation easement (CE) in return for wetland mitigation credit if the County/State were open to it. If so, overall project expenses could be reduced considerably. Generally, preservation alone (CE) generates credits on a 30:1 ratio. Therefore, if you put 3 acres of wetland into a CE, you could get a 1/10th of credit in return. We did not check on credit prices in the area, but they typically sell for around $150K per credit. So for the expense of the titlework associated with a CE and some future land-use restrictions over the rest of the wetlands, someone could potentially get a decent sized lot. In conclusion, I would expect it to cost someone between $10,000-$20,000 in additional expense to develop a single residence, plus around 6 months of additional permitting time.” Broadly applied, a conservation easement is a legal agreement a property owner makes with a non-profit or government organization to protect a cultural or natural resource on his property.
